Considering the amount of control Mugabe has over his security services, plus the high number of deaths/attacks on opposition members challenging his position, I'd think that was proof enough. If he wasn't ordering these killings, then he must live under a rock in his own country.

If no-one more qualified is, I certainly would.  Due process is there to protect the isn't.  And no matter how many people are certain someone's guilty, it has to be followed.  Otherwise you end up with a dictatorship.

The Minister for Defense, I'd imagine most of the Army Generals. A few other Government Departments.

Cutting off the head of the snake isn't going to cure all of Zimbabwe's problems. Although - it would be a start.
