Any target is a valid military target. Rules of war are for occidentals.

are intelligence agency employees valid military targets, or are they considered civilians?
when i have the answer to that, ill answer the OP.
my reasoning behind this, a lot of embassy employees are operations agents for intelligence agencies. ie; the CIA operates out of american embassies, MI5 (or 6, cant remember which is foreign and which is domestic) operates out of british embassies....etc.

according to alot of people here you could attack an embassy but you cant attack a mosque that has been hosting sniper or mortar fire.

how would an embassy be a military target. Are we talking about Tehran in 79. In that case no. Student civilians getting violent does not make them a military and the embassy a valid target.

or does it make them civilians because they arent overtly undermining that government?
as long as you do something covertly, you arent a valid target?
im really trying to understand this, cause the more i think about it, the muddier the waters get.
exactly my point - it's a military target if there's a war....maybe if there's something happening which ties the embassy back to supporting the opposing side. But in the case of a bomb in So. America...no. And I even have a question whether it was a "military operation".God Save the Queen wrote:
