Unfortunate yes, but don't forget that Al Qaeda has still killed many more civilians than we have.
Here's how I think it happened (a problem my brother described).
Let's say we have Civilian #1, Joe. Joe doesn't really like his neighbor Tom. Joe tells the Americans that Tom is an Al Qaeda/Insurgent/whatever, so the Americans decide to act. Now in Iraq, that means they kick in the door and arrest the poor bastard. But maybe Joe said that Tom is having a big get together of his terrorist buddies, and they decide to get as many as they can. I dunno, just a thought.
Then again, if they're these kind of Women and Children, don't think they'll be missed.

I'd say I'm pretty damn disappointed with our government, but dictator? Other countries (you can basically look at most countries in Africa or the lower Americas) do have it far worse than us. I'd frankly take the government illegally spying on me and keeping us in war over working in a field for 12 hours of the day, picking food so that my family can barely scrape by because our government cares more about keeping the rich rich and the poor poor.
