Not really - with entire countries labelled 'The Axis of Evil' not much distinction seems to be going on.

Regardless, that labeling was not part of the GWOT, except as relates to state sponsors of terrorism or proliferators. The primary focus of GWOT has been Islamic fundamental extremism (not the "axis of evil")...which is no focus at all.

You seem to put a lot more importance on the "axis of evil" comment than anyone else (including the members of said "axis").

He may be presented a slew of options by military commanders but they may only point to one end; conflict.

Who are you saying makes war policy? Are you implying that the military controls the president or something?

It's older than the "axis of evil" comment...may have even contributed to Iran's inclusion in the "axis". Along with their support of internationally-recognized terrorist organizations. Maybe.
