Well, as long as your heart beats and your blood flows, you should be fine. The skin insulates your body just fine and the blood stream works like a water cooling system. If you do not get burns or uncomfortable heat sensations on your skin, you will not burn or hurt your testicles.
They are outside your body for a reason, they need a somewhat lower temperature to produce fertile sperm and to keep them alive until needed. So having a hot laptop on them, taking a hot bath, sitting in a sauna etc. will lower your fertility somewhat for as long as it takes to built up a new "supply".
But it is not a reliable form of contraception!

Actually in legal studies we discussed this. Some guy in the US had the then called laptop heat up really slowly, so slow that he didn't notice, and when he did he had burnt his legs quite badly. He then, ofcourse, sued the company for calling it a laptop and having it burn his legs. They are now called notebooks.
