It's done on the parent's free will. Usually the family is split as well, one parent working to cover the expenses of training at that level and the other staying with the kid. Personally, I don't think staying with one of my parents while being driven like that would be much of a consolation.

Yeah, but if the kid really didn't want to, it's not like they'd be treated as harshly as if a Chinese kid were to do the same,

Probably not. I see it as the difference however between having parents that love you but can't do shit and having a government that forces you to train relentlessly, or having a government that loves you but can't do shit and parents that force you to train relentlessly.
