Looks like a HDMI to composite / svideo adapter dongle. apparently it comes with this laptop. you can see the part number in the picture.

Why would you want/need to go from HDMI to composite/S-Video? Whatever you're trying to get video out of has to have some sort of other video out jacks that would better suit you (or easier to find an adapter for).
I got a composite to HDMI cable for my NES though so I can play Duck Hunt in 1080p!!
