I am raising my CPU voltage to, however in the BIOS there is a column that reads what I am setting the voltage to, but then in the column beside that it reads what the current value is, and that is consistently reading about .05V lower than what the BIOS is set to. That relationship holds as I go up and down in voltage. CPU-Z agrees with what what the BIOS is reading, not what I am setting it to. Can I trust those voltage readings, or do I need to go by what I am supposedly setting the BIOS to?

It is called vdrop, and the reading is the correct value, not the one set.
The vcore will also in many cases drop more under full CPU load, that is called vdroop.

When overclocking you should trust the bios reading. (not the set value) CPU-Z shows almost always the same and can be trusted too.
