Whats the command to start/stop your startup programs?

Theres a PC at work that nearly gets crippled from startup programs all loading at once, and i forgot the command in RUN.

I used to know it.

When i go to START>RUN what do i type in to view the startup applications?

Windows Utility that is mainly to do with the booting of windows, and most commonly used to restrict/ allow certain startup applications starting on boot.
