How long ago did you place the order?

Your credit card company is going to want the details of the transaction.
They will usually call and/or send the seller a transaction dispute form that they must complete and return.
If they do not reply/complete and return within the allowed time they will debit their account and credit yours.
Many credit card companies will give you an instant credit, but it is dependent on the result of their "investigation".

Make sure you have at least the following information:
- Your credit card account info
- Transaction date
- Transaction amount
- Description of item purchased
- Website address
- How you tried to resolve the dispute yourself (calling, emailing, etc.)

You shouldn't have an issue getting your money back since you used a credit card. Most credit card companies do not charge you a fee either. If they do I recommend you cancel your account with them and find one that doesn't. I have never been charged for a dispute.

Well, as I implied earlier, I don't think this is a scam but a small business.

Scams typically shy away from Government exposure, they have a short business history, and they operate in obscurity and in the dark.

This company is connected and exposed to the US Government (they received a Small Business Administration loan), they have real phone numbers and addresses, and they have been in business for nearly 3 years.

Now, this small business might be totally irresponsible in fulfilling orders, and maybe they have even shut their doors but the web site is still taking electronic orders that never gets filled ... but, I don't have the impression that this is being run as a scam.
it could be that a legitimate company had a domain name they owned hijacked by some scam group.  they may have no connection with the site other than being the owners of the name.  happens all too frequently.

btw, use paypal if the site it sketchy, you can most likely get a refund if you dispute the purchase with them.

Your credit card company will handle disputes better than PayPal. If you use your credit card through PayPal you may be giving up some of your credit card benefits when agreeing to the PayPal terms. Your PayPal is also linked to a checking account and sometimes a credit card also. I'd use my credit card before PayPal.
