At work when I find money on the floor I keep it. I've told myself I would only keep 1-100usd and anything higher I would turn in because it will look good on me. That lady did the right thing by turning it in. If I found that much money I'm 80/20% sure I would turn it in. You never know in that situation. Your true self shows when something like this happens. She has a good soul. Something good will happen to that woman since she returned the money. At least I hope.

Best bet is to turn it into the police. IIRC the law is that if it's not claimed within X amount of days it's legally yours. Now since the money is most likely "dirty" in one form or another (as said, no-one carries that amount of hard cash around with them) the "legal" owner isn't likely to come forward to claim it = win.

I mean, if the restaurant didn't know who it belonged too, and you turned the money into the police, it sits with them for a pre-determined time until they give it to you if no one claims it. That way you don't have to explain to the IRS how you afforded a brand new Porsche working at the local convenience store..
And most of the time that kind of money in bills belongs to drug dealers.. and I doubt they are going to go to the police and say "Oh hia I lost 100k from selling drugz0rz, can i has it back?!"
