Pairing the monitors with an HD 4870 1GB. Would the 5ms response time versus the 2ms really make that huge of a difference? If so, then I'll spend the extra coin on one of the two 2ms monitors.

No it won't. The difference from 5ms to 2ms makes no difference at all. In fact typically monitors listed as 2ms just calculate the times differently (SAMSUNG T220 Rose-Black 22" 2ms GTG - the GTG there stands for Grey To Grey - so it's not really true 2ms response).

22" is a poor monitor size though. You get big pixels, which makes the image look more jagged. 20" or 24" are the ones to go for.

For image quality, yes. But of course you do get the extra size with a 22" - the problem is, you don't get any extra resolution for that extra size and so the image looks more jagged.
