You might know how to win team points. If not, look it up in the BF2S Wiki.
As for the Ribbons:
For the infantry officer Ribbon, you need a total of 250 Team Points prior to joining the round to get the other prerequisites. It is absolutely mandatory, that you already have the 250 points, because it does not count if you get the 250 filled up in that round.
For all other ribbons that have Team Score prerequisites:
Those Teampoints are IAR (in a round). That means you need to get at least as many teampoints in the round (second column on the scoreboard, not total score) to get the ribbon.
