Which ISP should I choose

Currently, I'm on Pipex which is basically Tiscali, shit sucks, they throttle torrents and are overpriced.

However, my dad's finally (after 6 months of pestering, srsly ) decided to change. So I need to know which ISP to tell him to go with

Requirements:

Must be available in my area. Cable is not available in my area, nor is Be*
Must not be one of the ISP's that sends you letters or sends the RIAA/BPI letters about torrenting. (for obvious reasons.)
Must have as high an upload speed as possible in my area (which sort of depends my area lol, but whatever, i'll check that out )
Will ideally not throttle download speed/torrents excessively or at all. Currently between about 10am and 12 midnight, I can't connect to trackers or download at particularly high speeds - obviously this is not ideal. Unfortunately, even encryption doesn't work against tiscali's throtting, bastards
Edit: must have no download limit or a huge (larger than 50GB) download limit

Currently I'm looking at o2 broadband's "Home access" package:
£17.13/month
Estimated speed of 7mbps, so equivalent to ~ 896KB/s download speed (quite an improvement on my current 230KB/s )
Maximum upload of 448kbps, equivalent to 56KB/s (not too great )

Suggestions for ISPs that fit the above criteria would be much appreciated, obviously you can't check if they're available in my area, but if you've had a good ISP, I'd like to know about it

Also, if anyone's had experience of o2 broadband (latency ingame, torrent throttling, etc), please do tell me about it

AOL is gay, they throttle torrents and shape traffic like mofos. Their customer services are mostly retarded call centres in India who don't know the difference between a bit and a byte and for all problems tell you to restart your router.

Go with O2/BE, they're the only good UK ISP atm but that won't last long as either they'll become oversubscribed and start to suck or the government's £5billion overhaul takes over and we all get amazing internet.

Customer service can't speak for shit, yeah. But they give you free upgrades if you threaten to leave (Worked for us). Any issues I've had have eventually been sorted, you just gotta be patient and go through the pointless shit they tell you try cos it's how they do their job.

Torrents are for nubs, really. Warez is where it's at, and I get around 900KBPS download speed.

Not sure what shaping traffic is, but I get full speeds all the while.

I use o2. Speeds are good. I don't use torrents though so don't know about that. Speeds are line max.
And for £7.50 a month, (up to) 8Mb/s DL speeds and unlimited downloads it is pretty .

Especially as you can't even get 8Mb/s where I live.

What the hell. I (read: my dad) pay $70AUS per month for a 'liberty' plan, which is 25GB usage, then when capped it will slow down to '64kbps' (read: fucking slow dickshit). Speeds can get pretty fast for when downloading .rar files (sometimes up to 800kbps), but when on internets explorer, it will load okay.

fyi o2's proper packages are only available in areas where you can get be* (i believe). However if you're not in an o2 area, then they have a package called "home access" which isn't as good as the other packages, but still is available in areas where o2/be*'s equipment hasn't been installed in the exchange yet.
