Some people are like that, some aren't. In some places I get ID'd (in which case I'll claim I left it at home and then I'll be allowed to buy it), but most places as long as you don't act like a nervous fuck, you can buy alcohol underage. Maybe it's just LI.

It's very rare I'll be outright refused.

Perhaps I was just lucky to be stricken with facial hair and a baritone voice faster than my other Long Island brethren.

Over here, if you don't have ID you won't get served. Most places have signs up saying something like:

Fortunate to look younger than 25? Please don't be offended if we ask you for ID

Which is basically saying that unless you look like an adult (25+) you will be ID'd.

Restaurants are the most lenient. Most will turn a blind eye if at least a few people round the table have sufficient ID. Or at least won't question the fact that you're buying alcohol for other people.

If I got in to a supermarket (ASDA) with a friend and only one of us is buying alcohol, they won't let me/him purchase it unless both of us have ID. Annoying, to say the least.

All the convenience stores around here are run by some shady people, half of them are probably meth heads or just got out of the trailer park, but they're strict as hell when it comes to age. I get ID'd when I try and buy a bic lighter. But it's because the police will do constant check ups on local shops using kids. Granted that doesn't slow any underage kids down much.
