Well it seemed more like taking advantage of a sudden situation than a "right, let's do this" sort of order. Unless they told him to try and make a break for it so they could take them out in the ensuing chaos. I wonder how far away the SEALS were, they must've had to take them out quickly
The other pirate was on the Bainbridge apparently negotiating when this all happened, he surely must've not thought he could get on the USS Bainbridge, negotiate and then get off the ship and go back to holding a hostage
