I wonder how they're going to power the construction of the city, and if the proposed savings will 1) pay for the increased costs and 2) offset the pollutants created by the construction and fabrication of the PV cells.

Its a myth that construction of PV panels creates more pollutants than what it offests. It will easily offset pollutants used to create it. Do you think that a Coal fired power station doesnt create pollutants during its construction. Those things are massive and looking at the metal in them, would need thousands of tonnes of pollutants to manufacture. I would choose Solar and PV any day.
Not to mention that Coal fired power stations emit more radioactive elements than Nuclear pwer stations.
Its all win for Florida.

Florida has less smog, so solar power would be easier to implement in Florida.  Although...  it would probably be easiest to implement in Arizona.
Well, Florida is the "Sunshine state". AZ has some of the countries worst polluting plants btw. Check out BHP copper.
I did not know that...   You know, the more I find out about Arizona, the less I want to go there.

OK then I will. Is Scientific American a good enough reference for you?

But a new analysis finds that even accounting for all the energy and waste involved, PV power would cut air pollution—including the greenhouse gases that cause climate change—by nearly 90 percent if it replaced fossil fuels.

These four types of solar cells pay back the energy involved in their manufacture in one to three years, according to an earlier analysis by the same team. And even the most energy-intensive to produce—monocrystalline silicate cells with the highest energy conversion efficiency of 14 percent—emit just 55 grams (1.9 ounces) of globe warming pollution per kilowatt-hour—a fraction of the near one kilogram (2.2 pounds) of greenhouse gases emitted by a coal-fired power plant per kilowatt-hour.

Even though thin-film solar PVs employ heavy metals such as cadmium recovered from mining slimes, the overall toxic emissions are "90 to 300 times lower than those from coal power plants," the researchers write in Environmental Science & Technology.

An analysis. That would be one.

Granted, the technology has improved dramatically since my Electrical Engineering undergrad (you assume wrong), but it is still not the panacea so many claim it to be. Extremely low efficiency, toxic output, relatively low lifetime. Adds up to be an environmental mess. There is far more to pollution than global warming gases. Too bad so many tend to ignore that.

Go ahead and doubt my former professors if you so choose. They are far more qualified to state their findings than you are to dispute them.

There are. Wind generation remains the best option, it doesn't take rare-earth materials to make a generator.

I thought the State purchased Babcock Ranch last year for around 350 million.  Why are they going solar?  Come on Nuclear....  It takes about 20 years to build a plant, but it is really the way to go... Damn it.

Edit:  Seriously.  Look at the Iranians.... If solar was where it was at, those fuckers would be all over it.  But no, even they recognize that Nuclear is the best viable energy options.

Surely this is sarcastic... Mind you, your earlier point is right. Now if the environmentalists would just listen...

Why is Nuclear the way to go? Solar does a good job, and so does Wind etc. Theres always an alternative. If we start digging up Uranium, then it means we will just have to find an alternative when that runs out. Bite the bullet now and convert to alternatives.

I am not actually totally against nuclear, I just dont get why it is being considered over renewables. Nuclear set up and mining costs are extremely expensive. And what to do with waste.
And who the hell cares what Iranians are doing. I wouldnt base my countries energy needs on Iran.

Efficiency is getting better all the time, and will keep getting better. Toxic output myth is bedunked in the links I have posted. Low lifetime is also a myth as most solar systems will last 25-30 years. The fact that there are heaps of other pollutants than CO2. Yes there is , so it may pay to have a look at the other pollutants that come out of a coal fired power station. Check here under radioactive elements , acid rain and particulate matter.

Actually that sounds like a really good idea, except I did hear one story that a  nuclear waste rocket could possibly explode in the atmosphere spreading a radioactive cloud over the earth. I think I would prefer to bury it. Good idea in principle though.
