When I play L4d (even the main menu) the screen is static-y like an old TV

I've tried turning settings all the way down and all the way down along with a few variations in between.

Specs:
AMD Athlon AM2 X2 6000+ w/ Stock fan/cpu cooler
XFX 8800GT Alpha Dog with Zalman Fan
Samsung T240HD
Everything runs at 1920x1200

EDIT: Every other game I play: BF2, TF2, COD4, and Empire TW all are ok.

That's the film grain effect.

Disable it from the graphics. There's a slider.
