Haven't seen Shameless but have seen a bit of Skins.

Rooting, drinking, fighting and drugs have been around for a lot longer than those two shows.  The shows aren't the cause of the problems, if they are anything to do with the problems, they're a symptom.

Fine, I would say that the shows are actually influenced by culture but there are a very few youth who take it to heart and attempt to follow what they see on T.V.  but these kids who are easily influenced into crime and drugs are already impressionable enough that they would have went into it without having to watch a T.V. show.
It's still a two-way cycle. Even if you don't act out on an impulse (or notice any) because of influence from a TV show, it still settles down in your subconscious. So yes, it does have an effect, but as with worries about potentially violent gamers, I think society has bigger fish to fry.

I'd say JahManRed hit the nail on the head: Nanny state + uninvolved/absentee parents = problem.

The shows may be a bit to blame if they glamorize the lifestyle rather than providing the harsh reality of the lifestyle. We had a film in the US many years ago that intended to show the harsh side of the "good life": Less Than Zero. Could it be those shows are trying to do the same and just failing?

They highlight them, without glorifying them. Recent piece on Heroin addiction in Shameless that depicted it as it is, a life destroying addictiong. ofc most of the shows done with humour as the intent but it has covered things like suicide, teen pregnancys, social services, alcoholism, domestic abuse.

Skins is a bit different, it documents a group of kids who get stoned and have sex all the time. Though it isn't intended to, and indeed doesn't represent the 'less desirable' aspects of society the OP'er is refering too.
