Well the progression of time of an object varies with the speed of said object and the amount of gravity effecting it, so maybe Valve's office is on some sort of gravitational phenomenon.

Extract the .wmv. Go to windows media player, tools, performance tab, disable hardware acceleration. Play the video, printscreen any frame you want. After your done you can go and enable hardware acceleration again. Don't know if just disabling hardware acceleration in windows media player and using valve's own little media player would work.
