Here's some stats that were recorded by some community folks.

Conclusion:
All non hat items have the same drop chance ~5.5%
Each individual hat has a 0.05% chance to drop.
All hats together have a (9 hats a 0.05% = ) 0.45% drop chance.
Means: Every 222th drop is a hat.

It makes you think about the odds it requires to get 4 FaN's in a row without getting any other unlock...
Now i just have to wait until i get the hats. Although odds are i'll end up with 4/5 of the same one before i get something different and it will be next year before i have them all.

Even if you re-disguise the instant your knife lands, they'll still see you as a Spy in the killcam, as far as I know.
