Does anyone have an explanation for what this might actually mean, besides what it does at first glance?

I took this picture on the side of a building and haven't made any modifications. Needless to say I got a good laugh out of it.

FAP - Fire Ass Point signs are green/white and must carry a symbol
- Fire Point (the boxes above could be 'break glass' units; are red/white and again must carry the appropriate symbol
