Students in the UK can pre-order their copy beginning on September 30th for download on October 22nd. Students in Australia, Canada, France, Germany, Korea, and Mexico can participate in this offer on October 22nd. In most markets, the offer ends on January 3rd (in Australia the offer is available until March 31st).

Eligible students are allowed to purchase one copy of either Windows 7 Home Premium or Windows 7 Professional from the online store
I would say "upgrade versions" mean the non basic version. So Windows 7 Basic won't be available for purchase but who would wan't it anyway since you can get Home Premium and Pro for the same amount of money.

I thought it meant you could only buy an upgrade package (as in to upgrade from current Vista install) ... which would be a bit ghey.

Hmm for some odd reason, my school's IT department MSDNAA page is not working, but the automation department's page is. I guess I'll have to contact them via email to ask about if I can get my win7 for 19 bucks. Would be odd if IT doesn't get it but automation does tbh.

A tech uni? We don't appear to have a MSDNAA subscription, if that's what you mean. I'll send an email to our IT department about it tomorrow though, and see what they say. I presume the university has to pay a fee?

IT depatment of Tampere University Of Technology is part of MSDNAA according to the international school search, but the software center page where I would find the our university's IT department MSDNAA contact doesn't work (automation departments site works tho).
