If you are using the onboard audio, use the disk that came with the motherboard. If you are using an add-on card, then go to the manufacturer's web site and get the latest drivers.
Use Windows Update and give it a run, it usually does some drivers too . Well it did for me and my sound drivers.
install xp or 7

Not so sure about Vista, under XP right click 'My Computer', Properties, Device Manager.
Find your sound card, figure out the make and download the driver from the interwebz, or you might have the option 'update driver'.
Or did you get a disk with the PC?
Dell sometimes did a disk with all the possible drivers on it.
Worked for me when I did a rebuild, just put the disk in and it does the rest, checks all the hardware and puts in the right drivers.

Fuck Israel
I just installed SP2 the other day. It altered the Default Sound to my head phones from speakers. If you go to Control Panel + Sound, make sure the "default" or set the default to your speakers. Afterwards, it will take a moment for Windows to switch over but you may need to restart the program or browser.
