Steelie is getting it to show up because he has met the requirements for it twice. So the first time he met the requirements nothing shows up in game but it shows up in his stats. The second time he me the requirement, a bug kicked in and it shows up in game every time he starts a new server. Same thing happens with the Meritorious Service Medal.
