I'm doing a comparison of the stigma associated with propaganda in modern times as opposed to the view of propaganda in Nazi Germany.  But it's hard to find a modern day world leader that will speak directly about propaganda.  Can anyone recall any recent speeches or quotes on propaganda?

Can't recall any specific speeches, but you might want to look towards the Middle Eastern leadership.  I know that what's-his-face in Iran has some pretty good ones, as well as the Sha of Iran.  The closest I could get to specifics there is to tell you to look at what went on during the 'election' and the responses made by both sides.

If you're looking for a world leader who is commenting on, rather than making, propagandist statements, then good luck.  The general response goes something like "propaganda and lies are bad, stop doing it" but it's unlikely you'll really find anything useful.

George Orwell wrote extensively on the topic.
Not always in a direct, quotable way though.

Well, you really just need to take an objective look at our own past few presidents speeches if you want to see some propaganda.  Because we are subjugated to it I suppose we don't see it as propaganda.  For example, Bush once said "Either you are with us, or you're with the Terrorist." Sounds like propaganda to me.  Also, have you seen the freaking Army commercials lately?  There is one for the Airforce that looks more like Crysis that actually military service..
