Depends on the size of the building and the ground buildup. You need to go a lot deeper in wet deposits (i.e. Bristol area as its reclaimed land) to get the structural capacity.
I would imagine that piles for a building like that would be concrete too. In my experience (which has nothing to do with the Civils side), steel piling is generally for retaining walls, etc - not colossal buildings like that.
Speaking of which, is a damn fine building! Would be a dream to work on something like that. Instead, I do 2 storey hospitals in Birmingham
