The problems lay in the varying immigration policies of the participating countries. It essentially allows immigrants to flow through the weakest regulatory body (used to be southern Italy, but that's likely changed) to get to the country of their choice. Not to mention the ease with which international crime is able to subsist. There are benefits, don't get me wrong, but I'm not convinced they are a justifiable trade-off when looking at the costs.
