Budget replacement computer help needed

Well, after 7 years, my AGP computer is now having a hard time coping with the internet and other things. It is time to upgrade. It is/was a Dell 4550. (yes i know eeewww but it was working out of the box and never had a problem)

Things I have
Monitors
2 IDE cd/dvd drives
mouse/keyboard
2 IDE HD

I need:
case
PSU
MB (intel preferred)
RAM
video card (ati preferred)
CPU (intel preferred)
OS (win7)

Would like SSD for OS

I would greatly appreciate advice on a budget upgradeable i3 based system (i don't have the deep pockets some of you seem to have but would like to be able to upgrade the processor as time goes by. If possible I would like 2 PCIe slots as well for future Crossifre. I realise 4 IDE components might not work and that is fine. I can use the DVD and larger HD in this new build.

PS Can IDE components be retrofitted (for lack of the proper word) to work as USB or SATA. I have an external USB HD on my other old beast.

Nice but being in Canada, that doesn't work for me.

Budget implies as low as possible but if I had to throw a number out there $700 cdn.

ahh shit, sorry mate. I just thought that would be a perfect upgrade, cheap, fast, and covered by a full waranty, even with the overclock

A bit over budget with no case or OS.. but that's a damn good rig. You can always download the OS (I'll give you a link) and get a budget case for $20 or something.

man this is way more complicated than i first thought.
first same board tigerdirect.ca versus same.com. US site 40-70 $ cheaper. With our loonie almost at par, that is fucking rape. (Same thing the car dealers were doing. BASTARDS)
newegg is about $5 cheaper on US site.
