I imagine there is an emulator in the Market somewhere, there are loads of them for other systems. Question is finding a suitable ROM. Another question would be: Why?!

If you want Pokemon, get yourself Red/Blue. OG nucka!
If you know what system you want, you need an emulator. From there you download a ROM onto your SD card and point the appropriate emulator at the appropriate ROM.

I just went to the market, downloaded (cost $3) a program called GBCOID. It's really just an emulator, from there you just find a rom website (or use a ROM search engine) and download the rom file to your phone (it was in a RAR for me but it worked) then you just go to GBCOID, look through the directory to find your ROM and run it and bam your playing Game Boy Color.
Remember that Red and Blue have the rare candy cheat, yellow does not
