Need help with value upgrades for my PC

So my rig is on the old side now at 5 years. I've done some upgrades over time and it runs BC2 ok, not great. I play on low settings and it still gets choppy sometimes, especially on Panama Canal. I'm asking my board bros for help in deciding where I'll get the most bang for the buck on upgrades. I don't have the money to build an entirely new rig from scratch so I need to work with what I have. Bang for the buck is what I desire

Pentium D is ancient by now. It's been out for 5 years. Your 9500GT is newer, but shit for anything gaming. Perfect cards for video decoding. It's all about the power efficient 45nm CPUs and the furnace like GPUs nowadays
