Hot dogs get placed in specialised hot dog buns.

A hot dog bun with a hot dog in it is commonly referred to as just a hot dog.

I don't class something in a bun as a sandwich. For me, a sandwich (in its simplest form) is a filling between two slices of bread.

A burger in a bun is not a sandwich.
Some bacon in a roll is not a sandwich.
Some cheese and ham between two slices of bread is a sandwich.

Thus, in my opinion, a hot dog is not a sandwich.

Of course, this entirely depends on your definition of a sandwich. The definition will undoubtedly vary from country to country, and even region to region.

So I think the answer to the question "is a hotdog a sandwich?" is "sometimes, it depends where you are and where you're from."
