erm if the email was addressed to him, then surely the response is on his 'behalf'?

nobody is claiming that obama personally sanctioned this action... nor that he read the email himself.

all im saying is that actions by his security forces are on behalf of HIS administration.

Sure I can. The Bush administration rushed through shit like the Patriot Act with barely a consideration for what it actually means and you're saying the current administration is equally at fault because they haven't got around to quashing it yet, (which takes more than just a signature,) amongst the complete pile of shit that the Bush administration left behind.

I know Obama criticism is popular since the guy promised the world witout realising that a magic wand doesn't come with the office of President but I don't think the Bush Administration should get the privelage of blaming every administration but itself for its mistakes including the administrations that came after it.

Three provisions due to expire were extended in 2009 amongst a move to re-work the act... admittedly this full re-working seems to be "we'll get around to it when we can score political points off it" but hey, that's politics.
