Secondly, it is a high speed rail infrastructure (and well integrated), its just not a high speed as the French TGV, German ICE or Jap Bullet Trains. Those locomotives you see are known as HST's i.e. High Speed Train. And anyway plans are in place to bring ICE/TGV equivalent a super high speed rail line will be created from London Euston to Birmingham then splitting into a V shape, one going to Manchester --> Glasgow and the other to Leeds --> Edinburgh.
