I have a friend from Cuba. His Dad was a Captain in the KGB. His dad openly spoke out against "the system" (his words). I asked him if his family felt threatened. .. he said that the KGB was reluctant to do anything violent because a suspicious death would be obvious. Everyone knew what his dad had said. It would seem that even the KGB has to answer to the mob sometimes. He had trouble getting work after he spoke out. But his life was never threatened.

Many people were axed pre-emptively pre-french revolution. The result was an antagonization of the situation. That was another encouraging factor for a violent overthrow. You see, the more people you axe the more you infuriate them. Fear is replaced with anger and revenge. People will fight back.
