So the Republicans ran on ending earmarks, and now, they appoint one of the main offenders involving earmarks as their Appropriations Committee Chairman.

I suppose I shouldn't be surprised by this.  Both parties put porkmongers in charge of the Appropriations Committee, and voters repeatedly elect porkmongers.
