Not sure if you know where my state is but it's one of the red ones meaning top ten highest crime rates, so clearly not issuing them does NOT work for our state

(1) Always, always, always be polite and cooperative with police. That is, if your goal is to not have hassles. (2) If you put up an attitude or if you are uncooperative, many police will find something to detain you or some way to charge you. (3) Police cannot search your car without probable cause (they saw you put a gun in it) OR your permission. If you have nothing to hide, then let them search it. If you refuse to allow them to search your car, see #2. (4) Your phone number, like your address, is part of citations they write - it is not a big deal to give it out. Of course, you don't have to provide it (you don't have to provide anything and you can actually tell the policeman that you are exercising your right to not talk), but see #2.
Give police the required information (varies from state-to-state), documents (depending on what you're doing) and nothing else. Remain SILENT and NEVER give them permission to search.
