I don't think accents are really a factor. Accents are more of "where you grew up" than "where you were born" or genetics. That's not a very good thing to go by really.
Yeah well it does depend, but you have to take these things into consideration. A negroid person with an African accent would identify with being African, whereas the same person with a British or American accent would often identify with both cultures to varying degrees.
Cultures and race are too very different things. I was talking about separating different people by race not by culture.
But I understand your point about how one shouldn't assume (I guess that's the word) about a person based on just race obviously. A person's culture means much more than their race.
