America needs to hire tens if not hundreds of thousands more police officers. Give them military style training, assault rifles, body armor, APCs and other armored vehicles. Have them patrol populated areas and soft targets 24/7. Have cameras and license plate readers throughout U.S. cities and roads. Checkpoints to the entrances of populated areas. Have businesses adopt keycard scanners and heavy locks with security guard buzzers. 24/7 drone fly overs of cities. Temporary detention centers on the outskirts of cities. Gunshot sensors everywhere. Monitor Facebook and the internet for anti-social behaviour. And finally train everyone in self defense.

I think you're not thinking about the root of the problem. Really, if we go deep enough, we need to stem the disposition towards violence. Just as pitbulls are a breed of dog prone to attacking others, there is a breed of human prone to doing the same. If we can identify the indicators of this breed of humans, we can move to actively defend our society from its violence. Seriously though, its a mix of culture and race, Michael Moore asked a perfectly reasonable question in Bowling for Columbine (which wasn't 'anti 2nd amendment but most people were too thick to understand) Why are Americans so predisposed to solve issues with violence? Whereas Canadians aren't.
A start would be to prevent blacks and Hispanics owning guns - the vast bulk of gun violence being in those two communities.

But seriously though, the attacks in Paris were 100% Islamic terrorism. ISIS has zero cross Atlantic logistical capabilities though. If they had attacked an even vaguely symbolic target I would file it down as complete Islamism but attacking a Christmas party without a manifesto or something makes it seem like a mix of personal grievances and Islamism.
The same way the Boston bomber was angry he couldn't get onto the U.S. Olympic boxing team. Sure, he was a Muslim extremists but not being qualified to join the Olympic team even though you really wanted to could be filed as a personal grievance taken to explosive levels.

I remember that story, it's pretty horrible. Sadly it's a surprisingly common occurrence in regional areas. A combination of few mental health services, hardship that can come with agriculture, and the fact that there are generally more firearms around.
