I'm looking for a (free) network planning tool for designing a small home network that I'll be setting up within a couple of months.

I found http://www.gliffy.com/uses/network-diagram-software/ by googling, but I'm not to keen on it being online, would rather have it offline. Any thoughts?

There's Microsoft Visio. If you have access to the MSDNAA program through school, you should be able to get it for free.

Otherwise, if you're still awake around 11:30pm tonight (GMT), message me on Steam and I'll link you to a program I used at school.

visio is just a flow chart/diagramming tool.  do you really need a program to diagram a network?  Can't you do it in paint or something?  Especially for a small home network - I would use a napkin or something
