Ok first of all is an server on which you get banned if you use an tank/apc or arty legal..I dont think so.. second if it aint legal where can I report it cuz its a cool server but a admin banned me cuz I was runnin passed a spawn point and killed his sorry ass.. ( no I did not stay at that position I moved on)

Register on the forums. When you log in, there should be a section in the forums for reporting servers.
