If we had exact data then it would be in UBAR. It is believed to be 250 Global hours and somewhere around 10-15 hours in the theatre. Recently however people with a little as 30 Global hours have been getting these ribbons due to some mysterious issues with the official stats servers.
I don't know how I did it but I think it is easy because I only played for around 35 ours.
