Cheating online is wrong, but funny. I'm probably one of the few who will admit to how amusing hacker-vs-hacker servers were on Jedi Knight 1. People should just treat games like games, and have fun with them until something better comes along.
I have to agree that zealous persecution of stat padders is a bit silly. You don't gain levels and gold in BF2, and sitting around and paddling people for hours on end doesn't make you a better player. However, you do provide easy artillery strikes, and you do take up valuable spaces on your team. If you catch a padder, just have an admin ban them, or failing that, play on a server with more responsive administration. If somebody's bragging about their awards, check their stats for ridiculous kills against a single person, or B.R. scores. Or don't check their stats. The only tangible benefit from the ranked system are the unlocks and the ability to supercede others if you want command (not many do).
