OP, I hope you didn't buy this stuff yet because you can get a much faster computer for the same $.
First, if you want to stick with a single core
get an opteron 146 from monarch computer, they're currently going for under $120. While at stock speed an opteron 146 is only 2Ghz, these are one of the better OCing chips out there and with a little time and trouble you should be able to see 2.8Ghz or better with nothing more than a decent HSF. If you want to go with a dual core, you can get an opteron 165 for about twice the cost of the 146.
Second, don't sell yourself short. Buy 2 gigs of ram. If you follow my advice and get an opteron you should get DDR500 ram so you'll have some extra head room in your FSB (or HTT) speed. I've bought a couple different kits from newegg, just go by price since they offer different mail in rebate deals every couple weeks.
Third, since you're going to be OCing the snot out of this rig you should have the best OCing mobo in the world. DFI lanparty ultra D is what 99% of people agree is the best. I personally run a much less expensive ECS KN1 SLI Lite board and am quite happy with it, but whenever I recommend this board people complain.
Fourth, you should thinking about spending a few more $ on a 7900GT. While a 7600GT is a good card, it's only a few $ more to get a 7900gt. Look for hot deals on fatwallet.com. I know many of the 7900GT cards are artifacting, but that's why you should always buy a card with a good warranty. Mine's EVGA and it's artificating on me is annoying, but the game is still playable. I'm waiting to see if there's an end of road on the constant flow of RMAs for these cards. Ok... maybe you should just get a 7800gt.

17" LCD for $200 - rip off. You should be able to get a 19" for that. The wide screen 19" displays have been going on sale everywhere in the last few weeks. Go to fatwallet and look for LCD deals.
I don't know anything about Xion, but the case is not the important part, it's the PS that needs to be good quality.
Now that I've ripped apart everything you chose I feel bad... but I'd feel worse if you bought the system then realized afterword how much more of a computer you could have had.
