I definitely have noticed the change in the SVD specifically. I used it in 1.22 and now in the new patch it has been improved to be almost if not better than the bolt action rifles. Either way I've been using the SVD since before and after the new patch and I'm still happy. So I'll go on using the SVD and type 88.

Some things to consider:
- The Type-88 and the SVD are still one shot kills to the head.
- The semi-auto rifles take three body shots on unarmored targets, four on armored ones.
- The semi-auto rifles are preferable at medium-close range encounters, due to being able to spam bullets at the target, plus their faster reload and draw times.
- The bolt-action rifles are preferable at extreme ranges. They have a better zoom (5x) than the semi-autos (3.3x) and slightly better accuracy.
So, if you are aiming for the head, you'll be getting one-shot kills with either rifle. The 3-4 hits for a kill assume that they are all body shots. Even so, it takes only a second or two to fire 3-4 rounds, with very little time needed for aiming if going for body shots.
If you hit a medic in the body, it is easy to quickly fire two more rounds to finish them off. With the bolt actions, the medic has time to heal themselves. It pretty much takes a head shot to kill a medic with the bolt action rifles.
The semi auto rifles are much better for the active sniper. You can easily pull off hits while strafing and moving around.
So the answer to this debate is obvious. If you like to hang back on the edge of the visible range hiding in your favorite spot, then the bolt actions will probably be best. If you prefer to stay on the ground and keep moving with the battle, then the semi-autos will be preferable. The two different types of rifle are balanced, and are great for their own reasons.
Personally, I'm loving the semi-auto rifles at the moment. I don't have the patience to be the "camping sniper" type, and I like thinking about all the L96 users who must whine about getting owned by a SVD...
I would have liked to have seen the tier-two sniper unlock being a semi-auto rather than the L96, only so USMC has the option of a semi-auto rifle.

IMO if you can sniper with the SVD easily you're a pro....i can do it most of the time but the pschological fact that its a semi auto gets to me and i just blast away

SVD is awesome i get alot of 1 shot kills with it on warlord sometimes no scoping Assault guys in 5 shots point blank lol well i only have one advice to counter him get out farther those guns have a zoom of almost half M24,M95,L96=5 zoom SVD,Type88=3zoom
plus its semi auto he can get off 3shots b4 u reload which is an advantage u just need to be quick and fast and go for 1 shot kills cause if u miss and its an experienced SVDer or Type88er he will most likely kill u it makes it good that SVD kills in 1 and 2 shots now cause its the same buller as the L96 M24 both are 7.62mm but SVD is a russian service round which is a bit bigger and the M95 gets bs a .50caliber shell to the chest would kill it would ripe a grapefruit sized hole there .50cal is 12.7mm which anyway all the snipers would kill from thw waist up EA make it fair not this 2 shot bs

For me, it depends on the map and the situation which of all the rifles I use.
For short/medium ranges in a heavy firefight on Sharqi for example, I use the SVD,
for medium/longer ranges like at Mashtuur, I use the L96 and
for medium/longer ranges on maps which have a given chance to take down helicopters, I use the M95
It all depends on the environment IMO

How can you not love SVD?

i think they are great to use, especially in special forces.
i use mostly the default weapons nowadays, and am doing very well with them. any1 who says the non-bolt action rifles are for wuss' are fools to not use them.
then again, im more of a "get right stuck in" sniper, so maybe thats why i use them more.

Yup, i have no problem using the SVD on city maps, it's a logical choice, i'm not saying that you must use it on city maps it's all about preferance, but if i'm running down a allyway and some crazy mofo with a PKM is on the other end i would prefer to fire off a quick burst of bullets and end it quick than risk missing with a bolt-action and getting my ass kicked, if i'm on somewhere where there are wide open spaces, out comes the L96 for those long shots.
