As has been mentioned, a less-than-full 64 server gives you the best chance of getting to have a jet for ten minutes.
Other things to keep note of:
Be on a team with an uncappable airfield. Pretty shit to rack up 9 minutes in a J-10 on Wake only to have the USMC take away your airbase.
Don't bail out. This is contrary to how you should normally play, cause normally the priority is to stay alive. Here, it's not. If your plane is a blazing chunk of wreckage hurtling to certain destruction then you stay right with it all the way down. This way, when you the plane respawns (in 30 seconds), you're already waiting for it ready to jump back in, rather than half the map away trying to bum a lift.
Stick with it! This is important. It will get to a stage where you're certain that you've gotten ten minutes and it's just refusing to give you your badge. It hasn't been ten minutes. Between spawning, respawning, getting to the plane, waiting for the plane to respawn and so on, those ten minutes take what feels like an age to build up.
Anything else?...
Oh, yeah: If you're going to spend a full round flying, then might as well go the whole hog. My advice would be to go to Kubra Dam, and whore it up in the F-15. Bomb the shit out of everything, keep at it the whole round (bombing run, re-arm, bombing run, repeat ad nauseum). Once you've got the hang of it, you'll find it surprisingly easy to pick up the Aviator ribbon as well.
