I see the two numbers, and i believe the one on the left is your frame rate, but not quite sure about the other number

I think its the amount of delay between frames in milliseconds. If you run Vsync, and your framerate is under your monitor refresh rate, then you will drop frames, and the other number will go higher. If you are right at 60 FPS, the second number should be 1/60, in milliseconds.
