So, what's the Time requirement for becoming a 4 Star General if there is one?

I looked in UBAR, and it just says "Highest rank of the Month"

so... how do you become a 4 Star?

There's not an additional time requirement ... as of the 1.3 patch, the top 50 Lt. Generals each month are promoted to General (4 Star).   Here's your EA Reference to the change.
