Well my dad just asked me to look at a photo he took with his camera on my computer and he believes it looks sharper on my monitor (1280 x 1024) then his (1024 x something) 

Does it look sharper because my computer is set on a higher resolution?

Im using a Samsung syncmaster 172n which is pretty much not a gaming monitor.

It all depends on the monitor.
I would say it looks sharper on a higher rez from what i can tell with my monitor.
I take it yours is an LCD monitor, what is his?

From my old monitor i switched to a samsung syncmaster 940bf i can really tell a difference, everything is more clear and at a higher rez it looks better.

the thing is my dads computer's max resolution is 1024 by i think 7**

there are too many potential variables to say for sure, but in the end - absolutely it could be a better monitor, and it could simply be because of the resolution.  Thing is, the resolution is also a function of the monitor as every LCD has a native resolution and looks like shit in any other res.  With still pictures, things like contrast and brightness play heavily into the picture quality as well.

Also, depending on the picture quality, the picture will appear larger on your father's monitor than yours.  If the picture quality is not high enough to bear this enlargement, the quality will suffer.
