Pluses: Can save flags, can destroy armor, stops the enemy performing mass attacks
Negatives: Stops you capturing flags when you've taken out everyone there and deserve to. Any large, army-size teamwork gets destroyed by artillery. Baseraping and trapping enemies inside a last base is also possible. Teamkills often happen.
Personally I think it should be eliminated (or at least a server option). The amount of teamkilling, baseraping and work destroyed by artillery is ridiculous. Patch 1.3 roughly doubled the recharge time, which helped a lot, but it still needs to go. On smaller maps such as SF ones, the Artillery cover area is huge. On maps with jets, if 2 jets and a commander concentrate on a single target the target has no hope whatsoever.
For those who say that commanders need something to shoot with, a pair of laser or TV guided missiles that were shot from the UAV would be a much better idea, allowing a good commander to take out at most two tanks to support his team.
